Can packs fight against each other??
I'm not trying to encourage the idea, but I do want to know if you can. :)

Packs can interact with each other if they wish to do so, and those interactions can involve fighting, as long as the fighting is kept to roleplay. There is no way to actually fight other players in-game, though, so it would all be text-based unless th packs roleplayed on another game that allowed PvP.

I have a question, are you making packs here and then doing multiplayer together?

Some packs play multiplayer together, however it's not a requirement. Some packs don't play the game at all and instead roleplay either on the WQ roleplay thread or on their own websites.

how long does it take for a pack topic to be reviewed/accepted? will we be notified if our topic isn't accepted?

Both of these can depend on the moderator. How long it takes for a post to be approved or disapproved can also depend on when it is posted, posts made late at night in U.S. timezones may not be seen as quickly as posts made earlier in the day. There is an option to notify the poster if a post is disapproved, I make sure to keep that checked (unless it's an accidental duplicate or a post that otherwise does not need a disapproval notification) however I'm unsure of whether the other moderators keep it checked or not.

The post approval only applies to users with a post count of 0 who have registered after the post approval requirement went in several years ago, or users who have been manually placed into post approval for moderation reasons, so you shouldn't have to worry about it anymore.

Let's assume that I'm starting a roleplay in which there are two packs involved. One pack is relatively "good" morals-wise, being more or less a group of vigilantes. However, the other pack is "darker" in a sense, looking to claim as much territory as possible. Think of an empire.

Would this type of pack, the darker type, be permitted? They aren't necessarily evil or bloodthirsty, just really ambitious.

Darker themes, motives, etc. are fine. Packs based around being extremely evil are not.If you're familiar with the issues with blood packs or pupkillers many years ago, that's basically the level of "extreme" we want to avoid so those problems don't happen again.
